The Cyrus Cylinder is an example of propaganda from around 530BC. It is a clay cylinder with cuneiform writing pressed into it. Part of the message is that Cyrus 'the Great', who has just conquered Babylon, was supported by the Babylonian god Marduk. It seems reasonable to assume that Cyrus didn't believe in foreign gods, and was just making claims that he thought would get him the support of ordinary Babylonians. (Coincidentally, this is a couple of decades before Athens established its early democracy.) I would claim that propaganda is older and more widespread than you think.

Your comments on the British royal family are interesting to me, because that's where I live. There are certainly examples of propaganda from the time when the king had real power. One example is a tract called the True Law of Free Monarchies, written by James I, which claims that monarchs are chosen by God.
